IRC does not connect at all or connects partially while using Kaspersky Internet Security (KIS) 2010

Luckily this is a very easy problem to fixed, and is caused by Kaspersky's network monitoring feature which regulates ALL ports accessible through your Internet, including IRC ports (6667, etc).

Open up the main interface of Kaspersky and go to Settings at the top-right. Then look to your left for Network, which should be under the Options category.

Click Network and then the Select button that will appear to your right (IMPORTANT: make sure the little button next to the Select button is set to the second option, "Monitor selected ports only").

A window should open with two boxes, one on the top and one on the bottom, both of which you can scroll through. We're going to focus on the first (top) box. Scroll through that list (everything should be checked by default) and UNCHECK every box whose description is IRC.

Then click OK at the bottom, close your Kaspersky interface, and restart SwiftKit. Following this, you should be able to connect successfully to any SwiftIRC network of your choice.
